Bug: Shock Rounds not triggering

So I've noticed a couple times that sometimes Shock Rounds doesn't trigger when it should.

Start of Expat's turn, you can see all the HP values. I'm going to hit the Drum of Despair.

Equipping shock rounds and targetting it

And Shock Rounds goes away, as you can see, only the drum got damaged.

I've rewound it a couple times, and it still isn't working. Equipping it to Prejudice works fine, however.

Help?

Ah, gotcha. I thought that might be the case, that a second usage on the same gun was what triggered it.

(Also, yes, that game was inspired by The Walking Dead's premiere, fighting zombies with guns, bigger guns and kung fu -- or pistol whipping, when Cramped Quarters Combat came up with Expat.)
