Suppose Legacy has one ongoing card in play and has an HP of 22. Suppose also that Tempest has no ongoing cards in play and has an HP of 18. Does Citizen Dawn not do anything since Tempest has the lowest HP but no ongoing cards?

Yep, the heroes luck out as Citizen Autumn is very fickle in her attentions (or it was a well played tactical decision, YOU decide!).

We had a great game going once where we’d decided to go for ‘No Flipping dawn’ where our opponents in addition to Dawn were Citizen Summer, Dawn, and Hammer.

I was Ra with Flesh of the sungod, so, that was Summer and Hammer gone, Our lowest HP hero was Bunker, who wasn’t getting any use out of Ammo Drop anyways. Tachyon and Bunker built up for their big combos, and Fanatic kept wailing away at Dawn.
Game went fairly quickly, but we also got lucky.
