I feel certain that this falls into the "stupid question" category, but ...

On the "Radical Peacemonger" side of Deadline's rules card, it states that if there are three or more catastrophe cards in play, flip him. "Otherwise play the top card of the villain deck".

So, just to clarify, if he is in Radical Peacemonger mode, with less than three catastrophes, Deadline plays two villain deck cards per turn? One for his "play" phase, called for by the game rules, and one at the end of the turn per his rules text?

Yup :). He's not the only villain to get multiple plays per turn via their character card. Plenty of them can get extra plays from within their deck as well, not to mention from the environment.
