I assume that because it has hp, Decoy Projection counts as a “hero target”? I just wanted to verify, since this would usually mean that things that target “the hero target with the lowest hp” would directly target it, and things that deal damage “to each hero target” would essentially damage it twice (once directly, and once via redirect) right?

I think not, actually. It’s a hero card and it’s a target but I don’t think it’s actually a hero and thus it is not a hero target, it would not have the lowest hp, and would not be hit twice if something dealt damage “to each hero target”.
Yes, Decoy Projection is absolutely a Hero Target. Think about it this way: The Enraged T-Rex is an Environment card, as it comes from an Environment deck. It is also a Target, as it has HP. Therefore, it is an Environment Target.
Blade Battalion is a Villain Card as it comes from a Villain Deck. It is also a Target, as it has HP. Therefore, it is a Villain Target.
Thus, Decoy Projection, a Hero Card from a Hero Deck that also has HP, is certainly a Hero Target.
So, when the Gene-Bound Frosthound deals 2 cold damage to each Hero Target, the Decoy Projection takes 2 damage from the Frosthound AND 2 damage redirected from The Visionary. Of course, if it only had 1 or 2 HP when this happened, it would be wise to have it take damage from The Visionary before it took its own damage. But that’s more strategy and less definition.
