Okay, just so I’m perfectly clear on this, when playing The Chairman;
At the end of the villain turn, Operative brings out an underboss. The turn is over, the underboss’s end of turn effect does not activate.

Operative brings out an underboss, it is still the end of the villain turn, so the underboss’s end of turn effect is activated, bringing out a thug, which also has an end of turn effect, and that effect is activated too.
My feelings are that until ALL the Villain end of turn effects have been resolved the Villains end of turn cannot be completed. This includes any cards played during the Villains end of turn. I think it would also apply to Heroes and Environments as well.
Okay, good, now that’s cleared up. Though now my friends are gonna be disappointed when I tell them we technically haven’t actually beaten the Chairman yet, because we only won with #1, thinking that’s what we had to do. But secretly, I’m glad these are the actual rules. More challenge = more fun (in this case).
The easy way to remember is that cards take their actions in the order they came into play. So, at the end of the turn, the Chairman goes first, then the Operative (since she was brought into play by the Chairman’s start-of-game actions), and then each of the other villain cards in the order they came into play. Because the bosses came into play last, they’ll still go.
