What is your favorite expansion? Thanks!
It depends how you define it and why you're asking
Rook City / Infernal Relics (separate originally, but boxed together now so I'm counting it as one expansion) has the most bang for your buck, giving you lots of extra heroes and villains, thus dramatically increasing the replay value
Vengence adds a whole new way to play, but doesn't have as much flexibility as RC/IR
Shattered Timeline adds two popular heroes and some cool villains.
If I didn't own any expansions yet, I'd go for either RC/IR or ST depending on my budget
Of course, I'm also very excited about Wrath of the Cosmos (and whatever future sets are coming)
IR for Polyphoric Flare and ST for Siege-Breaker.
Each expansion adds more to the game, and each progressive one tightens the rules to make them clearer and more streamlined, as well as adding more interesting story, art, and mechanics to the game.
Personally, my current favourite is Shattered Timelines, mostly for some of the interesting ways it shakes up the basic game.

I think I probably like Infernal Relics best, because magic. I find all the villains interesting/fun to fight (Gloomy's nice when you just want a bit of easy fun and his alternate version is a nicely challenging kind of fun) and the Adept is my favourite hero. I do like both the Shattered Timelines heroes though, and the Naturalist is possibly my second-favourite hero to play.
IR best because AA and Nightmist are two of my three favorite heroes and I think the environments are fun and the villains are flavorful if not overly difficult. ST has the best villains overall. Wrath might end up being my favorite though, based on what we tested.
Rook City by a wide margin.
Mr. Fixer and Expat are two of my favorite heroes.
The Villains are outstanding, and engaging. The Chairman, Operative, Matriarch, Plague Rat are all great characters, and Spite is a great deck idea. They bring such variety and different mechanics to the game.
Then the Environments, Rook City adds a lot of challenge to the game, and Pike Industrial is a fantastic environment, very thematic and unique.
All the other expansions have a villain or environment that just don't work as well, but Rook City nailed it.
The others in order:
WotC: It's great, people are going to love it, it comes closest to RC in every deck having something great about it.
IR: Aside from Gloomy having some issues it's a great expansion, the Environments again being really good.
ST: Heroes are cool, but not my style. Not a big fan of either Environment, I LOVE Kismet and La Capitan, Dreamer and IL are solid.
Vengeance: Love the Vengeance playstyle an incredible amount, but there needs to be more (Why I love the fan-made conversions so much). I don't care at all for either environment, and I dislike the number of heroes with no Equipment. I understand having some, Visionary is a favorite of mine, but we one hero with no ongoings (Unity), and we got an expansion that increased the number of No-Equipment heroes from 2 (scholar and Visionary) to 5, in fact outside of Knyfe there is 1 card in Vengeance that is an Equipment card. That just irks me.
My favorite is probably IR. Nightmist and Argent Adept are two of the most unique heroes in the game, and none of the villains are boring. Even though Gloomy is easy, I still enjoy playing against him.
Shattered Timelines, for Story and Timeline shenanigans. Love the Dreamer and La Capitan, as well as the heroes.
Otherwise, I must say the choices are very hard, as every expansion brings at least one of my favorite heroes, villains or environments. Am very curious what Wrath of the Cosmos will bring (the buzz makes it sound very interesting).
If I really have to pick, I probably go for Vengeance as bringing the greatest variety of Hero complexity since the original core set. However, that's probably not fair since it has 5 Heroes to the other sets' 2 each.
Otherwise, it's a tie for me between IR and ST, as they each of one of my favorite heroes and one of my favorite environments (respectively Argent Adept, Omnitron-X, the Tomb of Anubis, and the Time Cataclysm).
Infernal Relics, Nightmist and Arget remain two of my favorite heroes. Very active, different, and very versatile heroes but well balanced. They are the main reason for my decision.
Vengeance, because we got five new nice heroes. Infernal Relics because we got the Ennead, possibly my favorite villian.
Infernal Relics -- NightMist is possibly my favorite hero. The Ennead are amongst my favorite villains. I like Gloomweaver alot, despite the low difficulty. The Tomb of Anubis may be my favorite environment.
Shattered Timelines is close, but Rook City lags in my mind quite a bit, and Vengeance is last. There aren't any I dislike, mind you, just different levels of like.
Rook city is my favorite, if for no other reason than it has fueled the majority of my plot speculation and wild theorizing.
Every expansion (besides Miss Information) is my favorite expansion!
IR is my favorite by far. Love Nightmist. I really enjoy the whole feel of that expansion. RC fell kinda flat for me. I like Expat enough but the rest is just meh. I like the heroes from Vengeance, especially Naturalist. Not a real big fan of the V5 mechanism though. It took a game that already has some upkeep issues and doubled it. ST was an all round good expansion. No real problems with it, but nothing that really stands out for me. Really, really looking forward to WotC. Can't wait to try out Cpt. Cosmic.
Infernal Relics. It was when I started playtesting and I find all of the mechanics to be very innovative while still fitting into the Sentinels game perfectly. I find many of the villains challenging, engaging, and fun with relatively little fuss or frustration. The environments are interesting and flavorful, and both heroes bring such strange changes to the hero format and are a lot of fun to play (Nightmist is still one of my favorites).
I should really look into this Arkham Horror business people keep talking about...
Best expansions for:
Villain Decks: Shattered Timelines:
The roster here has a great range of interesting mechanics and difficulties and offers a great range of fights. Iron Legacy and Kismet give you interesting single target fights (with IL being one of the hardest bosses around). LaCapitain scratches the swarming minion-fest itch with all her crew members, and Dreamer also provides a target rich encounter but with the twist of needing to save her instead of defeat her. When I compare the villain rosters in each (currently released) expansion as a whole, Shattered Timelines offers the most well rounded group if you are looking to add variety to your base set.
Hero Decks: Vengeance:
When we are talking about Hero decks, there might be fan favorites scattered throughout all the many expansions, but its hard to argue against the bang for your buck in the staggering 5 new heros that come with Vengeance. They are all powerhouse characters that span almost every playstyle, difficulty, and role you can think of. It offers the first level 1 complexity hero since the base set in the damage focused KNYFE, the high risk/reward playstyle of Setback, hyper control/support in Parse, the Jack of all trades Naturalist, and the very unique hero team deck of The Sentinels. If you are looking to add more to your hero roster, Vengeance is the clear winner to add to your base set.
Difficulty: Rook City:
Is your base set getting a little too easy even with Advanced Modes? Don't consider anything else other than Rook City. It offers a whopping two villains (Matriarch and Chairman) rated at a 4 difficulty and they consistently beat the pants off even the most veteran players. Plauge Rat is brutal single target slug fest and Spite offers a very different (although predictable) playstyle than any other villain deck. The hero decks, although not very complex, are not effected by the power creep of later expansion decks and really need teamwork to make shine. On top of all of that, you have some of the most brutal and unforgiving environments SotM has released. If you need to up the difficulty of your base set, adding Rook City to your arsenal is the best way to go.
Foote's Choice: Infernal Relics:
Even though it doesn't edge out any of the other expansions in the above catagories I laid out, Infernal Relics still might be one of my favorite overall expansions, and I'd do it a disservice not to mention that here. Both heros are high complexity and very rewarding and the villains (save for Gloomweaver) all see regular rotation (even Gloomweaver was saved with his Dark Watch Promo which still makes him very valuable). The environments are varied and interesting and there is just too much awesome magic goodness out of the overall theme of this expansion to not get special mention. Infernal Relics also has the leg up on being included with Rook City these days, which makes the RC/IR package way too good to pass up. Overall, if you are looking to expand outward from the base set today, there would be no better choice than the RC/IR bundle
