Freedom 6 Tempest won't unlock

Hi -

I can't get Freedom 6 Tempest to unlock.  I have satisfied the listed conditions at least 4 times -- (Lose to IL.  Win w/o Leg on team while being only incap hero and having played LH, RFTD and AC.)

I am playing on an iPad with up to date iOs.

 

Any help would be appreciated.  (All of the other variants have unlocked fine.)

Was Tempest in the team that lost to Iron Legacy?

Yes he was.

 

But never mind.  I just realized I mis-read the instructions.  I thought Tempest had to be the only NON-incap hero.  So I was killing off everybody else.  Haha.
