The card Wraith's Arsenal from the Freedom Tower deck states that it should be destroyed if all heroes draw a card using the power of that card. But if there's at least one incapacitated hero, then how is "all heroes" defined? Could every active hero draw a card and still leave the arsenal in play?
That's how I always do it.
I think we've always played it based on active heroes, so if all active heroes draw, then it's destroyed.
Incapped heroes are still heroes.
There are reasons to house rule things that say "If all players," to active players, I'd just make sure you are consistent whichever way you do it.
I think that, barring an errata, it's clear that the active players may all draw without destroying the Arsenal. Not only is that what the plain wording of the card means, but it even fits thematically.
An incapped hero is, despite greatly reduced options, still doing what he can to help the team. A player who deliberately foregoes a draw from the Arsenal is voluntarily reducing their own options to help the team.
Or, looked at another way, In a 4-hero game, the Arsenal can withstand up to 3 draws per turn without being destroyed. If a player is incapped, then Arsenal will never go above that limit, so is fine. The Arsenal itself doesn't care about the fact that a player has been incapped.
Final argument: "H" doesn't change based on incapped heroes. While I don't think this card actually uses "H", it seems pretty analagous to me.

If you play that this is all active heroes, then it's very hard to argue otherwise for Wraith's Arsenal.
Except an incapacitated hero can still discard from an empty hand, saving cards for the active heroes.
No, they can't. They have no hand. This is different to a hand with no cards in.
A hero with no cards also couldn't meet the discard a card requirement because he wouldn't have a card to discard. He would however have a hand of 0 cards to discard to get rid of Toxic Seaweed.
Alright, that seems pretty clear to me. We can play it either way, but I think I would prefer to have the ability to get rid of Hostage Situation and Paparazzi over the ability to draw an extra card for each active player indefinitely. I'll go with reading "all heroes" as "all active heroes".
Couldn't we just confirm by checking Hostage Situation in Megalopolis?
