Pretty sure that's the power of all babies regardless of their parents.
Every time they use their powers to shoot themselves in the eyes, they miss, and the shot ricochets around and hits the villain target with the lowest HP.

As humorous as that is, Jim Brooks (Chronoranger) was born in the mid-1800s. Doesn't seem likely that Expatriette went back there, had a baby, and came back without it, but I suppose weirder things have happened in comics…
