Is there any hope for another 'create a villain' contest at some point? I'm a huge fan of the game and I have some ideas, but I didn't get into it until well after Shattered Timelines came out and I know how the creators feel about fan-made content on the forum.

I doubt there will be another contest quite like that.
However, since the card game is pretty much planned out through its conclusion, posting your own villains or current villain varients might be ok (check with a mod first). I'm sure the community would be interested in seeing what home brew villains you have cooked up
I don't know about the creators, but their lawyers are pretty much "don't allow it" where it comes to fan content of game materials.
New villains and heroes are out, Promo cards of existing villains and house-rules are cool.
This is only true on this forum though, I think Board Game Geek has different rules. Right?
We could do a forum sponsored Promo Villain card contest.
That would be legal.
We could prepare entries and then vote for the best.

That would be very cool to see a Promo Card contest. It would be cool if it were sponsored and the winning promo printed...though some characters like blade have continuing storielines, i'm sure new mechanics could be worked out.
I think it would be cool if we did this on the forum and the winning submission was drawn up as the prize, and formatted so we could print it out and use it.
I don't know if we have any artists that would be willing to donate their time and talent as the prize though. I doubt Adam has time for that kind of stuff with all he is doing.
I am an OK artist and I actually will have a lot of free time in the next few months, I believe. I don't know for sure, but it's possible I'd be able to do that.
