There are cataclysmic events referenced in tactics updates, and Christopher has confirmed that tactics takes place a few years after the end of the card game.

I like your Dark watch being a reaction to government crack down, especially since they are all street level heros. However I think I read that the dark watch was formed to stop gloomweaver, which is why they are called that. They are watching to keep out the dark.

I think the stuff about vengeance is very possible, and even if it’s not the precipitating event, it is a contributing factor.
