Playing cards that let you play additional cards

I may be really over-thinking things, but I was wondering if cards that say you may play two cards during your turn allow you to immediately play a second card when they come into play? I don’t have my decks in front of me but I believe Tachyon has a card that lets you play two cards a turn.

I have already decided that cards that let you use two powers a turn take effect immediately, but correct me if I’m wrong on that point too.

Cards that let you play an extra card (or use an extra power) on your turn allow you to do so during the play (or power) portion of your turn, starting the turn they are played. So, for example, if Tachyon play’s HUD Goggles, she can then immediately play another card (since HUD Goggles allows her to play an additional card on her turn).
