what happens if the card deck is empty (so every card is in play/trash) ?
Would that mean I reshuffel the deck? Or jsut -> Ok the Villian is out of "special" actions?
The Problem came up with the Chairman, we were lucky and had the Prison breakout at the beginning and could hold us alive over the time with Adept. And finally the card deck was empty :(
We decided to reshuffel but I am not pretty sure (same with the enviroment deck)
You're right. When a deck is exhausted and you need to draw a card (not just reveal, you need to actually draw something) you shuffle the trash and proceed as normal. This applies to any deck, hero, villain or environment.

That is The Chairman, not Spite, and anything in the setup portion only occurs at the start of the game. All thug cards are part of the deck, so when The Chairman needs to resuffle his trash to make a deck, the entire trash is shuffled to make a deck.
Yeah. You only shuffle a deck when you need to draw from it. If you need to reveal from it, you don't shuffle. It's why getting Nightmist's entire deck into your hand is a bad idea (I found out, once I did it and realised I couldn't play half my cards). I've always also played it that you don't shuffle if you only need to discard (likely to come up against someone like Akash'Bhuta).
With the Thug thing in the Chairman's deck, when you start the game you take all the Thug cards from the deck and put them into the trash pile. Any other villain starts with nothing in their trash - this is unique to the Chairman's deck. If you have any cards that let you move stuff out of their trash (eg the Visionary can put trash cards back into the villain deck), this can be helpful since the Underboss cards require you to move cards from the trash into play. If a certain card isn't in the trash, you can't move it from there, so it doesn't come into play :). On the other hand, having Haka play Savage Mana and then eat all the Thugs can also be fun. But don't let him eat more than two of the Underbosses or the Chairman won't be able to flip! Once he does, though, you can smish them however you like :).
You can most certainly absorb more than two Underbosses with Savage Mana, and, in fact, it could be a decent enough strategy. The moment you use Savage Mana, those Underboss cards go in the trash, so The Chairman can flip then. Just make sure The Operative has been dealt with first. This will also protect against Prison Break as well.
Hmm yes, that's a thought - kill everything and stick it under Savage Mana so you can squish the Operative (maybe squish her with Savage Mana, even), then work on taking down the Chairman once he flips at the start of the turn after you've stuck all the other bad guys back into the trash to allow him to do so. And hopefully manage to take him down fast enough that there won't be time for many bad cards to come out of the deck. But if they do…hey, Savage Mana is still there and waiting, right?
