My apologies if this theory is old news. While hardly new to the game, i've only recently discovered this very fun board to discuss game universe theories. I did a couple of searches and didn't find this particular theory anywhere.
My idea is that Con from the Final Wasteland is the Time-Crazed Prisoner from the Block.
I have read that Con is someone who definitely has appeared elsewhere in the game. The markings on Con's bunker bear (in my opinion) similarities to the diagram on the prisoner's wall. We are are fairly certain the prisoner has done some sort of time travel or at the very least has knowledge of the future (or possible futures). His bleak nature could certainly fit with someone who has seen the future of the Final Wasteland. The name "Con" works with him having been a convict in the past.
If the TCP has seen the future he may very well have built the bunker and stored his mind inside of it's computers as a way to survive the apocalypse (my preferred theory).
Alternately, he could be a conciousness from that future that has somehow come back into the past to inhabit a body in the present (or wherever in time he was arrested from). Perhaps he is "unstuck in time" also Slaughterhouse Five and doesn't move through time in the same fashion as others.
At any rate, I hope this is a new discussion. If not, I apologize for re-treading well-worn ground, it seems like someone else must have picked up on this before me. Just something that popped into my head.
Well, I remember Christopher telling us that Con and Haka go wayyy back. Whatever that means. As far as I know that is the only clue we’ve pried out of him. My personal theory ( that I stole from someone but can’t remember who, maybe foote or ameena):
Con= tumbleweed
I agree that Unity is a likely candidate, but I keep coming back the idea that CON is a gestalt of multiple people. 'Concordant Harmony Entity' implies (to me at least) multiple beings merged into one entity that are acting in snyc (or concordance). My bet is that Unity is one of them based on the way that CON talks to Jim in his bio. I also think that Argent Adept, or at least another Virtuoso of the Void, is part of the gestalt as well based on 'harmony' being part of CON's full name. I think there are two more beings part of the gestalt based on nothing more than CON refers to itself as 'version 4' but have no idea whom they might be. That last specualation admittingly feels like a stab in the dark, but I'm pretty convinced about the other two guesses.
What about omnitron? He may have the mechanical knowledge to make that work along with unity’s technopath ability. But how do this fit with what Christopher said?
Argent Adept is involved. "Concordant harmony" is a term used in music, but it doesn't just apply to music. Two forces, typically waveforms, that reinforce each other.
I'm a big fan of the recently put forth theory that Con is Bunker. (I'm sorry I don't remember who suggested it.) The basis for this theory is that there is a card called "Con's Bunker" which could actually mean "Con is Bunker". It doesn't get any simpler than that
I did. I also pointed out that it and The Unity theory weren't muatally exclusive. None of the theories at this point are mutually exclusive. The Concordant Harmony bit by Impriss5 does however lend creadance to the idea that they all might be right at the same time.
Unity, before dying, reprograms her personality and combine it with Omnitron-X's, perfecting the understanding Omnitron has of humanity. After the destruction of humanity by the Rats,leading to the Wasteland, Unitron abandons its humanoid body and recreates itself as a building - like he was when he was Omnitron-I. And begins to wait for the time traveling ranger he met in the past...
Their goal ? If the past can't be changed, the future may - Unitron has the building power, Haka protects human knowledge, they don't need much to recreate humanity if they can clean up Earth a little.
I still want to see a sitcom where Golem Unity and Omnitron share an apartment. Also, the term "Unitron" makes me imagine Con becoming a large planet eating entity that will be the final foe of the last expansion.

My random guess is Citizen Truth, Con asks to take him alive and what better way to hide a con than inside a truth?
