Sorry but I could not find a ruling for my question so here it is:
Wraith's and Tachyon's cards which are Throat Jab and Hypersonic Assault deals each non-hero target 1 damage and then they cannot deal damage until the start of their turn.
If the target's were immune to the damage or it was reduced to 0, would they still be able to deal damage?
Yes, because it is dependent on the damage, and dealing damage means their hp goes down. However, not everything is like this. Compare these wordings to something like Stunbolt. There, you don’t need to actually deal the damage.
In most cases, probably for balance reasons, effects which entirely stop damage from being dealt are contingent on damage getting through (Throat Jab), while effects that simply reduce the damage by 1 are not (Stun Bolt). Note also that multiple Stun Bolts are cumulative, and that Stun Bolt in particular is not Limited like most of Wraith's Equipment (also not limited is Infrared Eyepiece; both of these can be doubled-up-on with a Utility Belt).
Easiest apprpoach is to read what the card says and follow that wording. For example, Hypersonic Assault (Tachyon's card) says "Targets dealt damage this way cannot deal damage until the start of your next turn." If the target reduced the damage to 0 or is immune to damage, they didn't take damage, so they aren't affected by this effect of the card. If the card doesn't have text like this, it will still have an effect.
This is in the same camp as Nightmist not being able to redirect damage while in Mist Form. Since she is immune to damage, she cannot redirect it since she wouldn't be taking damage.
Though, in the end, some card texts will let you work around this rule (like Stun Bolt, as mentioned above). Wording is key here.
