Villian "Game Play" vs. "Turn Order" Directions

This *may* be a dumb question....A Villain's Turn Order is: Start, Play, End.  However, on the Villain Cards there are "game play" instructions which also detail steps to take on a Villain's turn.  SPITE's "game play" for example says "at the end of the villain turn, play the top card of the villain deck."

Does that mean:

Case 1:

Start (of Villain Turn) = See if there are 5 drug cards in play

Play (of Villain Turn) = Play a card

End (of Villain Turn) = Play another card, then deal the hero target with the Highest HP (H) -1 Damage

 

Or, Case 2:

Start (of Villain Turn) = See if there are 5 drug cards in play

Play (of Villain Turn) = Do Nothing

End (of Villain Turn) = Play a card, then deal the hero target with the Highest HP (H) -1 Damage

 

On a related note, there are some Environment Cards that say "Do this at the START of the Environment Phase", but you can cancel the effect if you "Do this at the END of the Environment Phase".  My take is, since the Environment Turn Order is: Start, Play, End, and the card activates during the "Play" phase (after the Start Phase) then there is an opportunity to cancel the effect BEFORE it happens on the "End" phase that immediately follows the card being "Played".  Am I right with this assumption?

Case 1. Every villain will play 1 during the play phase. The gamplay has additional rules that apply to that villain (e.g. play a second card). Keep in mind that if a card is played during the end-of-turn phase and it has an end-of-turn effect, it will activate that turn, after all other end-of-turn effects that were in play before it.

 

You are right about the environment cards, but I will clarify a bit. It would work like this:

Turn 1

Start: Nothing

Play: Play the top card

End: You have a chance to remove the card.

Turn 2

Start: The card activates if it is still around.

VALIDATION!
