So would this mean that if Mr. Fixer got, say, the Rod of Anubis and played Overdrive, he could use the Rod's power during his power phase and then still use his Strike power twice this turn?
Yup! Man, I love that trick.
Be sure to do it in the right order!
It appears so.

I will have to try this. Anything that makes Mr. Fixer hit more is a welcome addition.
I like to imagine he's wielding it like a bowstaff.
Damn, I've had Mr Fixer playing a Salvage Yard out of turn (probably through the Adept) but just skipped the Overdrive part (even though I had one in the trash) because I thought you could only use powers on your Power Phase.
What about cards that say you can use an "additional power this turn"? I think they're worded like that, right? Like Ra's Flame Spike and one of Fanatic's (can't remember the name). Does that only affect your Power phase, since otherwise you won't have used a power? What if someone like the Adept lets you?
You can use an extra power this turn. If you can usually use 0, you can now use 1. I tend to resolve all those sort of things immediately when played out of turn simply to avoid forgetting. The Argent Adept is complicated enough to handle when he's in full flow as it is.
Overdrive is actually more powerful as you can use Strike twice. Not +1 but =2. If he has a Rod of Anubis (or another additional power granting card) you can pull the following trick: In play phase play Overdrive. In Power phase, use the Rod, then you still get to Strike twice. Which is a nice, if rare combo. Extra fun when you have the jack handle out and smack everything multiple times.
I believe the general practice is that if hero is granted additional powers outside that hero's turn, the additional powers are used immediately.
I agree …
BUT, if there were a tactical advantage, I see no reason that if AA grants another hero the ability to use a power 'this turn' that the other hero couldn't wait until, say, AA's draw phase to use the power.
