Rook City, a dark place with trouble around every corner. Villains roam the street every now and again, so this city is need of Heros!
Here's some pointers on surviving this dangerous place.
Types of Cards: Mainly standard environment cards with a couple special targets; Private eye, Forensic Scientist
Number of target cards: 3
Forsensic Scientist and Private eye are cards that actually help your heros out. They look at the environment and villain decks, so if you can protect them as much as you can.
The rest of the cards in this deck can be brutal. Consisting of damage to heros, and seven cards that along with doing other things have you play the top card of the villain deck.
Dificulty rank - 4 (According to the wiki)
Depending your health levels, it can be beneficial to leave Toxic Sludge around as a method for dealing with other environment cards.
Note that Blighted Streets will play a villain card no matter how it's destroyed
Twisting Back Alleys and Scum and Villainy can be destroyed without penalty as long as you don't use their built-in destruction method.
This is an intense environment. Definitely increases the difficulty.
Villains with this environment
Thematically Spite and The Chairman work well with this environment.
Villains that play extra environment cards, such as Akash Bhuta and the Chairman make this environment even more of a nightmare.
Rook City is a great environment for the easier villains. Baron Blade, Omnitron, Kismet, and Ambuscade are much more dangerous there.
Heros with this environment
Deck management heros can help weed the really bad cards and produce the two helpful ones. (Visionary, Parse, Wraith, Nightmist)
Heros that can slow environment plays helps a lot. (Bunker)
This environment's main power is to play more cards from the villain deck. Cards that prevent villain plays (Legacy, Nightmist) really help when in this environment.
On the other hand Scum and Villainy and Forensic Scientist, and The PRivate Eye are damage dealt from the villain so they aren't effected by Mega Computer or Mass Elevation.

Rook City's main power is allowing the Villain to play extra cards. So cards like Take Down and Mistbound are gold when dealing with this deck. On the flip side, the damage dealt to Tony Taurus and Dr. Tremata and the damage dealt by Scum and Villany is dealt by the Villain rather than the environment, so cards like Mega Computer and Mass Levitation are less useful than they otherwise could be.

I would argue that Akash works poorly with Rook City, she wants an environment with lots of targets like Final Wasteland, Block, or Enclave. Rook only has 3 targets, which means fewer free plays for her and fewer suprise Entombs. Her few copies of Disrupt the Field doesn't really offset that.
That's true, but some of her cards play the environment which in turn could play the top card of the villain deck… Had this happen in a game a couple days ago… The ping pong effect was brutal. So while she works off of environment targets, even Rook City has advantages for her.
Rook City is a great environment for the easier villains. Baron Blade, Omnitron, Kismet, and Ambuscade are much more dangerous there. I also like playing Dawn and Voss there.
We had a hilarious end to a game in Rook City not long ago: only Atum, of the Ennead, stood in our way when…he was crushed by his own statue falling on him!
