Citizen Dawn And her Citizens (none scenario)

okay so, citizen dawn can summon her citizens with the return with the dawn card in her deck? this wouldn't count as being a scenario power, so im guessing she can. just want confirmation from you guys?

 

Also, do the citizen she summon have the actions printed on their card and play directly after dawn? or are they treated more like unity's bots and dawn must use a action to control them? 

They play exactly as the cards say they play. They get their own turns immediately after hers. Of course, she can only ever have one out in a turn, and since you can't replace the card you pick up, would have to wait a turn after their incapacitation to replay them. 

Actually, since Citizens have their own turn, this will allow them to stand up from Incapacitation on their turn, rather than having to take the card back and playing it at another time. However you would still need to do so if you want to switch Citizens.

Only characters remain on the board when incapacitated. Note the Citizen Dawn scenarios that specify that the Citizens in those scenarios break this rule.

Oh wow, I guess there was a rule I was mis playing. Fortunately I don't think I played Dawn during playtesting. So woo!

Edit: Though I did play her first scenario a crap ton of times. I guess that's probably why I thought Citizens stood back up from incap, rather than it was exclusive to Scenarios.
