When setting up Citizen Dawn does she count as one of the 3 revealed citizens or will there really be 4 citizens (at a minimum) starting off the game?

There have to be 4 Citizens revealed from the deck and put into play. Since Citizen Dawn is put into play first as part of her setup, she is not revealed from her deck. Four other Citizens need to come from the deck.
Aside from Citizen Dare, I believe, who is an edge case and doesn’t count in setup.
There will be 3 citizens and her at the start of the game.
The boring technical explanation is that while she does count as a citizen for all of her other effects, her start of game effect says “draw from the deck until 3 are revealed”, Citizen Dawn is already in play and cannot be ‘revealed’ at this point.
EDIT: Ninja’ed! But it’s 3 and Dawn, not 4 and Dawn (unless that is one of the things that changed in the Second Ed.).

Perfectly OK, I would suspect that the number of Citizens in the new edition is modified to (H) and as a playtester you might have that knowledge rattling around in that noggin of yours.
