Played against Citizen Dawn the other day. Revealed the following during setup:
- Citizen Truth
- Citizen Dare
- Citizen Tears
So what do I do? Citizen Dare does not count as a Citizen during the startup reveal. However, Citizen Truth says, “When Citizen Dare is put into play, this card deals the hero target with the highest HP 3 melee damage; destroy this card.”
So, we gave 3 damage to the hero with highest HP, and then destroyed Citizen Truth. Then, since Citizen Dare doesn’t count, we revealed 1 more Citizen to get 3 revealed ones (Truth counts as the first revealed, Tears as the second, then another one… Hammer I think).
Did we do this right? I can’t seem to find any mention of this happening, and wasn’t sure about effects happening at the start of the game, since Citizen Truth’s card effects occur when Citizen Dare is put into play…

Citizen Dare doesn’t count as a citizen during setup, therefore he is not played. Set him aside without effect, just like you would if you drew Devestating Aroura or something, and draw more cards until you have 3 Citizens out. Then shuffle Citizen Dare and all the other cards that were not citizens back into the deck and begin play.
That’s weird. Citizen Dare doesn’t count as a citizen during setup, but I assumed that meant to draw an additional Citizen, not to shuffle Citizen Dare back into the deck…
Dawn’s setup says to bring the first three citizens into play. Like awp said, Dare doesn’t count - so treat him as if you’d just drawn an ongoing from the deck or something. Ongoings wouldn’t come out during setup, so Dare doesn’t either.
Also, from what I’ve seen, drawing a different Citizen is likely to make the start of the game a lot easier on you… unless you’re out to have a harder game on purpose
Okay, so if Dare isn’t put into play, then the ability on Truth’s card isn’t activated…
