Deadline's Pandemonium Key reads:

The first time an environment target enters play each turn, play the top card of the villian deck.

does this apply when any given envirnomental target enters play or any given type of environmental target?  For instance, if The Final Wasteland, if an Amphibious Chupacabra is turned over in two different turns, is that considered one or two targets and therefor two villian card plays? 

The "The first time" phrasing is confusing me, but I read it as each one would trigger the villian card play.

Usually that wording means that if circumstances in that turn trigger the environment playing another card that happens to be a target - you do not trigger the effect again.

And if the Amphibs came out during different turns it would mean that two villain cards would be played.

Each turn, hero, villain or environment, if an Environment card comes into play, play the top card of the Villain deck.  If a second target comes into play that same turn, you don't play a card.

 

the first time each turn is limiting the effect to only play 1 card per turn.

So when Chupacabra comes into play:  play a card.

The next Environment turn when chupacabra #2 comes into play, play a card.

If Con's Bunker causes more than one target to enter play that turn, you only play 1 villain card.
