Define "Not playing a card and not using a power to draw two cards"

So, last night I was playing a game with Expatriette. She had a Speed Loading in play and a Ammo in hand. Speed Loading states that at the start of her turn, Expat can play 1 Ammo. The rules of the game state that if you do not play a card or use a power during your turn, you draw two cards during your draw step.

My question is this: If I use Speed Loading to play my Ammo, but do not play a card during my play step, do I draw one or two cards? My guess is that I only draw one card since it Ammo was played instead of being put into play (even though it was outside my play step), but I am not sure if there is a hidden rule that I’m not seeing.

The way I interpret the rule is you must skip your "play phase" and your "power phase". If you got to play a card during your SoT Phase, I don't think that counts.

If you play a card at any point on your turn you can't skip the normal play/power phase to draw cards.  This is easily reproduced with Expat or Omnitron-X in the video game.

It also works that way in the electronic version of the game. 

I'd like to recant my earlier opinion and side with the majority videogame users here then.

You cannot draw 2 cards and play a card or use a powe at all during your turn.

I believe this is how reverse phase order turns will work with Wager Master.  If you draw 2 you will not be able to use powers or draw cards that turn.

Can someone point to any confirmation of Phantaskippy's assertions there?

It can be tested. Have Omnitron-X have Slip Through Time in play while Fixed Point is in play, Skip the Play and Power phases , draw two cards, and see if you can play and use a power at the End of Turn phase.

Can someone confirm that they have tried this or something similar in the video game?

I'm also curious about an effect that lets you play a card at the beginning of the turn, something like KNYFE's Overdo It (except that KNYFE isn't in the video game yet).

 

EDIT: Never mind, I found this explicitly mentioned in the Fireside Chats:

If you play a card via Speed Loading, then skip your play and power phases, you do not get to draw an extra card. The rule book says: "If, for any reason, a player neither plays a card nor uses a power on their turn, then they may draw an additional card during their draw phase."

Just did the above. After skipping my play and power phase I did indeed draw 2 cards then was able to play and use another power. Based on the Video Game, the Draw an additonal card rule only applies to phases before the Draw phase, not what happens afterwards. So if Wager Master reversed turn order and you didn't draw during the End of Turn phase, then you would totally be able to draw an additional card on the Draw phase.

I remember there being some disagreement on what would happen when the Wager Master reverses the turn phases. Some people said that if you draw two in your Draw phase you're not allowed to use a power or play a card because you already drew two. Other people said that it wouldn't matter whether you drew two or note because the Draw phase only looks at whether you've played a card or used a power so far on your turn, and as the Draw phase is now coming before either of those two phases it satisfies that rule and you can draw two and still do the other things.

I'm still not sure which is correct, lol.

I believe there was a ruling that if you draw 2 you can't use a power or play a card in that situation. Someone with more forum-foo should be able to back me up on that.
