So I was fighting the Ennead, Ra was one of the heroes with Flame Barrier.
The Deserts Wrath gets played (lowest HP villain deals everyone damage). Nuit has the lowest HP. I choose Ra to take damage first. Flame Barrier reacts and incapacitates/flips Nuit.
Desert Wrath contines, but then shows flipped Nuit as the source attempting to damage the other heroes. Since she's flipped, she does 0 damage to other heroes.
Thematically this can make sense (Ra incapacitates Nuit before she can damage anyone else). But is this correct behaviour according to the rules?
I'm thinking about Gene Bound Shackles - the villain target with the highest HP can change dynamically as you're dealing damage to multiple targets. So with the right order, you can get multiple benefits. Same with Smoke Bombs - hero target with lowest HP can change dynamically and you can get multiple benefits.
So my question is, after Nuit gets flipped, should Desert Wrath dynamically change to use the next villain target with lowest HP to continue to damage the rest of the heroes?
Think about Explosive Bubbles. It deals damage to a number of targets equal to its health. If Explosive Bubbles takes damage in the middle it could stop it from dealing more damage. Another example would be Gene Bound Frosthound. If it gets destroyed in the middle of dealing damage that damage immediately stops.

Edit: This question could also extend to other circumstances, not necessarily involving incap. Scum and Villainy for example (highest villain HP target damages everyone). Can that change dynamically as the villain takes reactive damage?
If you destroy a target in the middle of dealing damage why would the target dealing the damage suddenly change? The Ennead cards pick a villain target to do the damage and then they start dealing damage. It shouldn't get to reassign the villain target dealing damage if the chosen target got incapped.
After a bit of thought, I think thematcally, an argument could also be made the other way as well. The Ennead aren't just an army of drones, thralls or citizens. They are a dangerous, coherent group that emphasizes teamwork. If one falls, another quickly fills in and finishes what their teammate started.
I could certainly see why it might work that way but based on most rulings it would seem odd. There are other times I would think something should work for thematic reasons but it doesn't.
Why would this be different other cases where a target dealing damage gets destroyed in the middle of dealing damage to multiple targets? If I have damage going to the two highest health heroes but the target dealing damage is destroyed after the first hit, due to some reactionary damage or redirect, the second hero doesn't still get damaged.
There is precedence for "target with highest/lowest HP" to change dynamically as target HP changes or gets incapped. Gene Bound shackles + Squall vs targets with similar HP. Smoke bombs with heroes having similar HP.
There is also precendence for this to not change dynamically. Monorail targetting two highest HP targets. Matriarch's birds targetting all but lowest or all but highest target.
Granted, all these examples refer to damage targets. My question about Desert Wrath or Scum and Villainy pertain to damage sources. I don't know if there is precedence for this. Hence clarification would be nice.
Edit: just occurred to me that my examples of Genebound and Smoke Bombs are equipment/ongoings. The other examples are not. Is this the key distinguishment? What about Claustrophobic Delusion (only lowest HP nonhero target can be damaged)?
The difference with that is the same target is still dealing out all the damage. The scenario we have here is that in the Ennead member with the lowest health is chosen to deal damage and in the middle of doing so is incapped. This should result in the damage stopping since the target selected to do the damage is no longer in play but instead have flipped.
