Let me save Adam some research if he hasn’t already done it. Barry Windsor-Smith is still working, although his post-2000 output in comics has been relatively slim. The most recent thing I’ve seen was his Monsters graphic novel, which came out in 2021 through Fantagraphics - which supposedly started life as a Hulk story, although it became very much its own thing and reached well over 350 pages. He’s pretty darned active for a 74-year old.

Assuming his Sentinel Comics equivalent (Larry Hanover-Jones, no doubt) has followed a similar career arc, it’s not impossible that he’d have done the cover art being talked about. Our version has become a lot more selective about what work he’ll take and how much creative control he insists on, so it’s possible negotiations fell through, though.
