It says on half the boards, so with four players, you'd pick two boards and add 1 disease to each in a land that fits the criteria. 2 tokens total.

I'm not sure what you mean. If it says to add one Beast to a board without one, then you do that - look for a board that has no Beasts in any of its lands, and add one in a land of your choice. If all boards already have at least one Beast, you do nothing.

Regardless of the number of players, you are picking a single island board which contains no Beasts (in all of the lands) and adding one Beasts to it. The most Beasts you will add is 1.
I think you might be glossing over the distinction between 'land' and 'board'. A 'board' is one of the pieces of cardboard. Each board has 8 lands.
You pick one board with no Beasts (anywhere on it), then add one Beasts.
