The Power of this Haka Version is :
“Destroy 1 target with 3 or fewer HP. Haka regain 3HP.”

Ok that’s fun… But Can Haka regain his HP if we have no target matching the condition in play ?

Yes, the healing is not dependent on destroying a target.

Yeah, Powerhound is correct. If it said something like the following, then he would not heal if nothing was destroyed (or available to be destroyed):
“Destroy 1 target with 3 or fewer HP. If you do, Haka regain 3HP.”
