Where is this ability in game?
Seriously, between Creators, Legions, Overlords and a couple of different upgrades there’s nothing that lets us weld a bunch of minions together to make a bigger minion/lieutenant, much less break down again when defeated. Legion’s got a trick that lets their minions split into two smaller versions sometimes, but it’s nowhere near on par with this vintage nonsense.
Just FYI, Billy had already established that garlic sausages were lethal to vampires (which is what the little wolves are despite appearances) and Cap still thought getting swallowed and punching his way out was the best solution here. Wisdom of Solomon my butt, he must have mispronounced it as “Hazam” that time. Big Red Showoff!
Also, that’s probably Simon & Kirby doing their best CC Beck impersonation there, if the style looks weirdly off but also familiar at the same time.
I think that if I was going to have a welding effect, it would be on the minions themselves, rather than on the villain - something like:
Wolfpire: D8 Minion.
Fuse: Remove three minions with Fuse to create a D8 “Megawolf” lieutenant or four minions with Fuse to create a D10 “Megawolf” lieutenant.
Megawolf: D8 or D10 lieutenant.
Collapse: When Megawolf fails a damage save, create a D6 Wolfpire minion without Fuse.

Yeah, you’ve probably got the right approach. Come to think of it, I kind of already did that sort of thing with the Strain Zeta mega-germ variants over here last year, didn’t I? How soon we forget.
The rest of that story is not significantly less gonzo than the pages here. I love how few strange comics could be in the 1940s.

In Golden Age Champions the Cpt. Marvel analog had extra INT but had to make an INT roll with his base INT to remember to use his super smarts

Yeah, that sounds about right - although to be fair, Billy is usually portrayed as a pretty darn smart kid for his age, hence the whole radio news celebrity thing. Does tend to be cocky when he’s Cap, though. Being invulnerable will do that to a guy, right Clark?

the magic connection to Hercules and Zues probably does not help with being humble. Heck even Solomon sat on his throne telling people to come to him to solve all their problems.
