Hostage Situation + Expatriette's Load power

Hostage Situation is "hero cards cannot be played" and Expatriette's Load power is "play a card". If Hostage Situation is in play, does that mean she can't use Load?

No. “Cannot” always overrules “can.” Just like Bunker can’t draw cards with his power in Turret Mode.

However, the wording does matter: if a power or card tells you to "put [a card] in play", that CAN be done when Hostage Situation is out. (Eg, Omnitron-X can use its base power.)

Well technically you could use Load, Hostage situation would prevent you from playing a card, so it wouldn't accomplish anything, but you could still use Load.

Just like you could play flame blast if Ra could not deal damage, Flame Blast wouldn't have any effect, but you could play it. (did that with someone in a game vs. akash with Surprise Shopping trip in play to get the SST damage to finish off a limb)

No, that's not true. Hostage Situation says you can't PLAY cards. Timeshift doesn't make you PLAY cards,  it lets you PUT A CARD INTO PLAY. They are different, so Hostage Situation would not affect timeshift at all.

I think it was Phanta in the previous post, saying that Timeshift would do nothing if you couldn't play cards, when this is untrue as "playing a card" and "putting a card into play" are different things.

Phantaskippy was refering to the original question "does that mean she can't use load", not about Omnitron-X's Timeshift.
