On page 87 in the Your Minions section it says “You may be able to have more permanent helpers based on story development; see pages 142-143 for details.”
However that that no details on this to be found on pages 142-143.

I think that’s probably supposed to refer to the Sidekick section on page 248.

Seconded.
Of course, a GM could just assign an NPC minion or even lieutenant to your team for a session or more to represent a “special project” that goes beyond the alt hero point award if it makes sense narratively. GM fiat can do anything, after all.
