I don’t think that a promo is linked to a game/expansion. Otherwise, it would simply be part of that game/expansion.
I think you should rather see it as:
-Young legacy/Rook wrath were promos of the first kickstarter. Probably this second kickstarter is your last chance of getting one (first one costs 10 usd, second one 5).
-Ra, fanatic, omnitron, and baron blade will be given for free to all kickstarter backers (that pledge to the upgrade pack or any higher level). My guess is that if copies remain, they will be available either at the website, distributed at game conventions, … but this last one is a guess
-You can get Unity through kickstarter if you pledge an additional 5 usd. While copies remain it will also be sold at GTG website (price unaffected: 5$ + shipping). GTG has confirmed that she will never be part of an expansion
More importantly, up to now all promos were …well, promos. So GTG released the images and freely allowed fans to print their own copies. I do not know it the same will be true for Unity
Kickstarter was not the only place to get the Legacy and Wraith promos. Conventions and Indianapolis demos also received promos with purchase of the games (as well some Indianapolis stores after the first Indianapolis demos would give away promos with game purchase, while supplies lasted).
I’ve always taken the promos as a “while supplies last” kind of thing.
I’m willing to bet that Young Legacy and Rook City Wraith won’t be available again after IR’s kickstarter, due to the amount left and people interested. I don’t think any information has been given on how to get the most recently unlocked promos, outside or after the kickstarter. Unity, I’m sure, will be sold afterwards (possibly for a limited time).
Find a shop that Christopher has stopped at and provided them. I think a few of the shops here in Indy are still including the promo cards with the sets.

Ya been looking all over the place for them with no luck. None on eBay or for sale on boardgamegeek. If anyone has any info I would really appreciate it.
They only printed a limited number of the promo cards, so I’m betting with Husemann that there wont be any more Young Legacy or Promo Wraith cards being added to the market after the end of the IR kickstarter. If you don’t get them through the Kickstarter, you’re probably SOL.
My guess is that if the OP’s friend is at GenCon or PAX Prime this year, s/he will be able to score at least one of the two IR promo cards with IR purchase (Fanatic or Ra) and probably one of the two Expanded Ed promo cards with purchase (Blade or Omnitron). I doubt they’d give two promo cards free per game - but maybe? That would be very generous of them, especially when we know that they will probably do future kickstarters for expansions and would want those promo cards to be made available to future backers.
I’m guessing that Unity and Ambuscade decks will probably be available for purchase on the SotM website and at their booths at conventions - I’m doubting that those decks will be sold to distrubutors for gaming stores, but who knows, they might be.
Comic Carnival on Keystone in Indianapolis has at least one copy each of the 1st ed Core game w/ a copy of Young Legacy and Rook City w/ a copy of Rook City The Wraith.
