Question on the Sabotage Ability

Page 74 - Attack using [power/quality]. Remove one physical bonus or penalty, Hinder a target using your Min die, or maneuver to a new location in your environment.

Does the bonus or penalty have to be on yourself? Other Abilities specify “on yourself” so I was wondering how people are playing this.

My response would be that since it doesn’t say “on yourself” then you can pick whichever one you want. I mean, I guess there could be a reason you’d want to remove a bonus on yourself, but it’s more useful to do so on an antagonist.
