Drawn to the Flame: POWER: Ra deals each non-hero target 1 fire damage for each villain ongoing card in play.

Scorched Earth: Ra deals each non-hero target X fire damage, where X = the number of environment cards in play.

If Ra uses the Drawn to the Flame power when there are two villain ongoing cards in play, does Ra do one attack to each non-hero target for two fire damage each or does Ra do two attacks to each non-hero target for one fire damage each?

Per original ruling, if there were two Ongoing cards in play, each target would get hit for 1 fire damage + modifires twice (i.e. 2 + 2 fire damage if Staff of Ra is equipped). If I’m not mistaken, new rulings with Rook City expansion will state that “for each” is enumerated for a grand total before applying modifires for a single attack, though that may have changed since I last spoke with Chris.
