Skip a turn when incapacitated?

Another quickie from me!

A few environment cards say that a hero can skip thier turn to destroy that card, but can an incapped hero do that? Is using one of thier incapped effects classified as a turn? I know they can't discard cards\hands as they dont have any but do they still take a 'turn' as such?

I am 100% certain that they can. They still have a turn, it just doesn't follow the usual play, power, draw structure.

Yes, Incapacitated Heroes do still have turns, but they don't have hands or decks! Not that it matters for this question, but relatedly, an Incapacitated Hero cannot discard their hand to resolve an effect. Just FYI.

Note however that an active hero can "discard their hand" if it has 0 cards in it; only incapacitated heroes are ever incapable of fulfilling that condition.  However, "discard X cards" requires you to actually have X cards to discard.

Additionally, while incapped heroes have turns, they don't have any of the phases of the turn, and thus cannot skip those phases.  Not sure if that matters offhand.

Hmm, they do still have phases, just not the same phases as active heroes - they still have a Start and an End phase, but between them I suppose they have an "Incap Ability" phase or whatever you want to call it. If they had no Start phase, they'd never be able to skip their turn for stuff (eg to get rid of a Meteor Shower, as this specifies the turn-skip happens during the hero's Start phase) or attack another hero if Infected while Afflicted Frenzy with out (dammit, lol).
