Well, I'll kick this off.
Title: Strength of Allies
Type: One-Shot
Text: Each Player may discard one card. Legacy regains Xhp where X = the number of cards discarded this way x2.
Flavor: "I do not stand alone, and I do not fight for myself." Legacy, Freedom Five #11
I don't know if the comic number works, I was aiming for an early Freedom 5 fight against the Baron.
Legacy forms the Freedom 4 because he needed help, and while his deck is all about making that team stronger, we don't have a card where his allies are helping him. I love the art for the card, as it shows the real strength of Legacy, the heroes that follow him. I think the text does a good job of putting that into game mechanics, knowing his allies are depending on him and fighting with him gives him the strength he needs.
1) The title
"Lead by Example"
2) The type
One-Shot
3) The full game text
Each other player may choose one of the following:
Deal yourself and up to 2 targets 1 fire damage and 1 cold damage.
Draw 2 cards. You may discard up to 2 cards.
Put an Equipment card from your trash into play.
Discard 1 card. Deal 1 target 4 projectile damage.
4) The flavor text
"How would you like a job saving the world?" - Legacy, Freedom Four Annual #1
"Lead by Example" stays within Legacy's core theme of being the selfless leader of the Freedom 5. He heads the FV not just because of his strength and ability to lead from the front, but he also strives to set the bar high for his teammates and will lead by example. With Legacy's leadership to guide them, his team rises to to meet the occasion by performing at their best.
The card effect represents the fruits of Legacy's efforts as leader, and how his team grows around him. Each team member other than Legacy gets to choose from 1 of 4 unique effects directly inspired by one of the Freedom Five. Each one is reminicent of an effect found in their deck and built specifically around them, though anyone Legacy is teamed up with will find the choices very useful as well. This Legacy does not rule with an Iron Fist like his timey-wimey counterpart, so providing his teammates with a choice of how to proceed was important. What kind of example would he set ruling like a tyrant instead of promoting democracy? This was my line of thought anyway.
The flavor text choosen embodies everything that Legacy and his team stands for. Saving the world. As long as there is evil, Legacy will be there, showing the entire world that he will not back down or be intimidated. Like the Lantern on his chest, Legacy serves as a shining moral beacon for everyone to follow. Legacy will always strive to lead by example.
Magnificent Leadership
One-Shot
You may discard up to H-1 cards; that many players play play a card or use a power now.
"But this isn't just about me and you, Blade. It never has been." - Legacy, Freedom Five #125
Ongoing, Limited
Power: Legacy deals himself 2 melee damage. Two other heroes may either use a power or draw a card.
Flavor text: "Let's get to work" - Legacy, Freedom Five #1.
Commentary: I nearly made the damage sonic to represent him yelling loudly, but it doesn't fit as neatly into the rest of his deck, which is exclusively melee focused. The original Parsons was a very blue-collar guy (in 18th-century terms); I'm trying to convey that same attitude here.
Title: Human Reverse Pyramid
Type: One-Shot
Game Text:
Legacy deals every other hero 1 melee damage.
Legacy then deals one non-hero target X projectile damage, where X equals the total number of equipment cards in play plus the number of incapacitated heroes.
End your turn immediately.
Flavor Text: "Ugh. Why is Bunker always on top? That suit weighs a ton!" - Wraith, Freedom Five #42
Notes: When I saw the image, I immediately thought of two things: human pyramids and Legacy picking up all of his teammates in a big ball and throwing them at an enemy. I imagine this is totally out of character for him, but I was amused enough to write it up.
My submission is based on Legacy's determination to shape his own destiny for the betterment of those around him, saving his teamates at the cost of great psychological pressure (the quote links this to the instalment following Visionary's revelations of what he becomes as Iron Legacy, ref. her 'Prophetic Vision' card). He refuses to let any man go down and in his emotional connection to the people close to him he suffers torment (psychic damage) at the knowledge that the very same attitude could cost mankind an even higher price...

Leading Light
Ongoing, Limited
Reduce damage dealt to hero targets (except Legacy) by 1.
When a target deals damage to Legacy, Legacy deals that target 1 melée damage.
"You shall not hurt my friends!" - Legacy, Freedom Five issue 15
So I stared at the image for a while and thought of a couple of things - there's a kind of white glow around all the non-Legacy guys in the picture, and Legacy's lantern is prominent on his chest due to his closeness to the front of the picture. So that's where the card name came from. Meanwhile h's standing in the way, stopping bad guys from getting to his friends and punching them in the face when they try to get past him. Something like that, anyway. The Freedom Five issue number is totally made up as I don't tend to pay attention to those when I read fluff text. But it sounds like a pretty Legacy-ish thing that he could say at any time and I like the number fifteen 'cause it's when my birthday is. So there ;).
Star Formation
One-Shot
Each hero may draw 2 cards and then discard 1.
"Plan B is in effect!" - Legacy Freedom Five #29
----
Seeing the image of what looks like the team breaking left and right while Legacy charges in I envisioned it as a plan or team effort being put into effect. So a quick one-shot that helps the team get cards and prepare to renew the assault on the villain.
No I in Team
Ongoing, Limited
The first time each turn Legacy would deal damage to a non-hero target, you may prevent that damage. If you do, one other player may play a card now.
"A little teamwork makes it easier for everyone."- Legacy Freedom Five Ronway Edition
Card Name: Rush of Memories
Card Type: One-Shot
Card Text: Each player may discard 1 card. Legacy deals one target X + 2 melee damage, then regains X hp. X = the total number of cards discarded.
Flavor Text: "My friends, my allies are my greatest strength, Blade! Until you understand that, you'll never win!" -- Legacy, Broken Blade mini-series #5.
--------------------------------------------------
Legacy, much like Superman, is the sort of character that grows stronger when he has something to fight for. He gains strength not just from his own unique genetics, but from the relationships he's fostered over the years. His friends are what inspire him to keep fighting, to keep forging on, even when the odds are against him. Superman on his own? He's strong. Superman with the rest of the Justice League? He'll never be defeated and he'll never give up.
To reflect that, I thought it made sense for his friends to push Legacy on towards a great, victorious smash. Knowing what he's fighting for, it makes Legacy fight all the harder. Plus, this card represents that "second wind" Legacy gets when he pulls inspiration from his friends. After getting beaten and battered, taking punches for his friends as he Leads From The Front, Legacy remembers why he fights and draws strength from it. Hence, the hp gain.
Mechanically, Legacy is all about helping his allies--Bolster Allies, Inspiring Prescence, Motivational Charge, etc--but we rarely see Legacy ever in a reciprocal relationship with his allies. This card represents how Legacy benefits from his relationship with his friends, gaining strength from them just as they gain strength from him.
Title:
Defensive Formation
(Alternately, this card could be called Five Fists of Freedom)
Card Type:
Ongoing, Limited
Card Text:
The first time a hero character would take damage each turn, that hero may redirect the damage to another hero character.
The first time a hero character would regain HP, instead another hero character may gain that much HP.
The first time a player would draw a card, another player may instead draw a card.
The first time a player would discard a card, another player may discard a card instead.
At the end of any turn during which all hero characters are dealt damage, destroy this card.
Flavor Text:
"Keep an out for each other!" -Legacy, Freedom Five #1
-----------------------------------
It's a bit wordy, but it shares the love. Also, I wanted it to be whenever one player had to draw, discard, regain HP or be dealt damage, everyone would receive the same effects. It doesn't really play nicely with Mistform, though.
Title: DRAMATIC POSE
Type: One-shot
Effect: Discard H-1 cards. If you do, each hero may use one of their incapacitated abilities.
Flavor text: "Hurry up with that backlighting, Ra!" -Legacy, Freedom Five April Fool's Day Special #3
If I somehow win this contest, please give away my prize to someone who actually knows or cares what a Google Hangout it. I'm just posting because I was playing Legacy today, and noticed that what's really missing from his deck is a way to stop committing bloody suicide while he's protecting his buddies. I thought of some sort of modal card, where you either heal your living allies or deal damage based on the number of incapped ones, but that kind of grim and gritty concept doesn't really fit the cheerfulness of the art, so I'm going with just a straight healing card that combines really well with Lead from the Front.
Irrepressible Spirit
One-Shot
Legacy regains X HP, where X is the number of other active heroes times itself.
"We're stronger than the sum of our parts, team! Nothing can defeat us as long as we stand together!"
Card Name: All for One
Card Type: One-shot
Card Text: Legacy may discard up to five cards. Every hero other than Legacy may now draw X cards where X is the number of cards discarded by Legacy this turn.
Flavor Text: "A leader's true strength comes from the people who follow him." -Legacy, Freedom Five Annual #3
Like most people in this thread, I wanted to try and recreate Legacy's dedication to his team and willingness to sacrifice while keeping to his deck's theme of making every one else more awesome.
This card is meant to represent an early point in the heroes' career, they've trained together long enough to know how things work, but not neccessarily long enough to know what they all can do.
------
By the Numbers
One-Shot
You may change the order of the heroes, once this is done the game continues as normal. If this card was played on Legacy's turn then the game continues from Legacy's new position. This may result in players missing turns or having a second turn during this round.
"OK Team, just like we practiced..." - Legacy, Freedom Five #12
------
Messing with the Metagame is something we haven't really seen before, and who better to inspire the players to be better at the game than Legacy?
As a quick example of the idea of how the card works, currently the play order is
and Legacy plays the card, he changes the order to
which means that Tachyon, The Wraith, Bunker and Absolute Zero would all get a second turn this round! Sounds like a powerful effect but you can really only do it once per game, unless you can get an out of turn card play to swap back to the last hero spot again (otherwise everyone else loses their turn when you play the card to move back), though you could use it to move say Haka from after you to before you so his Ground Pound stays around longer.
I had to account for effects that would flip a card from the top of Legacy's deck (like Don't Dismiss Anything or Timeshift) which is why there is a "If Legacy's turn" clause.
Just saw this, perhaps I'm past the deadline, and I haven't had a chance to read the other submissions ...
Title: Team Formation
Type: Ongoing
Game text:
Heroes may use an additional power during their power phase. Heroes may not draw cards. Legacy may destroy this card at the start of Legacy's turn.
Flavor text: "To your positions, people. The time to strike is now"
