If Unanswerable Question is flipped face up by Wager Master Start of turn effect on his increased stakes side effect it acts as normal ,however if it is flipped by any other effect e.g. unwise wager it is just put into the trash without going off correct?

Correct. If it flips face-up without a "treat as if it entered play" rider, then it's just a one-shot in the play area doing nothing, and those have to go to the trash, do not pass go, do not collect $200.
