Uprising Scenario 3 - How does Proletariat interact with Oblivion Shards?

So, ran into a situation that aborted this scenario right away because we weren't sure how to parse it all out.

Proletariat's 'The Everyman' innate power says that all Proletariats share one set of actions, defense, movement, and health.

Oblivion Shards grant a passive Move value -2, and grant an Attack+1 and a Defense-1 token every Surge phase.

 

So...  Question 1: If Proletariats #1 and #2 are holding Oblivion Shards, is the movement value of Proletariats #1, #2, and #3 all at -4, or is it -2 each for #1 and #2, and #3 is unaffected?

Question 2: If Proletariats #1 and #2 are holding Oblivion Shards, does Proletariat collect one Attack+1 and Defense-1 at the Surge phase, or does Proletariat collect two of each?

Shards affect the Character, and Proletarial is one character, so each of his clones is treated as if they are at -4 move and Proletariat would gain 2 of each token.

He is one character carrying 2 shards.
