I won't be able to preorder for a couple more days, but was curious. Are they charging the preorder when you make it or when it ships?

I'm assuming that there will be an oversized villain card update pack like before. Can that be added to the preorder later if and when it's available to save on the shipping costs?
I was also interested in adding Galactic Strike Force, for similar reasons.
