I’m sure it doesn’t happen very often, but last night we happened to be playing against Citizen Dawn who by the second turn had the card out that has her take 2 damage and put the top card of the deck into play at the end of her turn. Later on, she got duplicate of that card out (not happy, since it’s not limited). So, she rather ran through her deck quite quickly.
Now, as it turned out, we defeated her on the turn she used the last cards from her deck, but…
What happens when a villain’s deck runs out of cards? Do you reshuffle the discard pile? Or are they out of cards?
In the case for all decks (and is stated in the rulebook) whenever a deck runs out of cards, the corresponding trash is shuffled and replaced as the deck. Also, this action does not occur until a new card is needed but does not exist (this effects cards which depend on certain attributes about the trash, such as certain cards being in the trash or amount of cards in the trash, etc).

Keep in mind that some hero draws (the ones that happen at the end of the turn, for instance) are optional. This basically means that heroes who might not want to shuffle their discards into their decks even if they are out of cards (Tachyon) might not have to.
Which works out very well when Tempest chooses to “Reclaim from the Deep”
