From the description it seems like Fixer has come down from his post regeneration Rage and is more rounded now. What does he do now though? Does he still use normal tools as weapons or has the way he fights changed now? Asking for Roleplaying reasons...
Playtesters might know by now but they likely can't say anything until GtG releases more information.
Like most characters in Tactics, there is a strong sense of change and growth as the story progresses. Mr. Fixer will be no different in that regard. I can't go into specifics because I'd like to keep being a playtester, but you will notice a bit of an evolution in his fighting style and philosophy.
He is awesome. I can tell you that much. We don't know anything about his story though, we have to wait for that.

Part of the answer was given in the latest art stream, but I don't know how public that information is to be considered.
Anything shared in a public venue like that (which will end up on YouTube) is fully public – no issues with sharing it, including it in the wiki, etc.
As far as I can recall, Adam said that Fixer in Tactics uses martial arts weapons rather than tools. In fact, one of the cards he drew was Mr Fixer doing just such a thing! (Unless I hallucinated that!)

Hey, on Hall of the Terminarch, disco Mr. Fixer is holding nunchucks! So he has gone around as a hero with martial arts weapons before Tactics. The car tools must be a temporary thing.
Not to nitpick but Blackfist is holding nunchucks, isn't he? Mr Fixer is the same man but a different style of hero going with my understanding.
Mr. Fixer from SotM is small time, a hero returning to action to protect his shop and neighborhood.
I would guess after the Dark Watch came and rescued him that he changed his mentality and is no longer viewing himself as a mechanic. As such he embrases weaponry even greater than that he has used in the past, as new threats require more serious responses. Tactics Fixer even gets robot eyes from Tachyon so he's no longer blind, and his eyes shoot Kung-fu lasers.
Okay, so I made up that last part.
I don't think his style has really changed. Tha has changed over time is his attitude towards it. As Blackfist I imagine he was more bold, as Mr Fixer he was more of a reluctant hero, as DW Fixer he was trying to control his rage from being resurrected , and currently after calming his rage is just working to make the most of the time he has left. Throughout this his style seems to have always been the hero with the martial arts expertise who has reached an almost supernatural level of it.
