You are definitely correct, though I don’t think that makes sense every time. Sometimes the penalty should wait since it could be very specific and anot make sense to apply just yet. Might house rule it, though I am generslly against that.
I absolutely agree that “burn things with fire” is Ra’s solution to everything ("When all you have is a hammer . . . "), and that it would be quite thematic for him to have only those two Powers. I was merely pointing out a mechanical bit. And, of course, everyone’s allowed to do whatever they want to at their own tables.
I agree that most Ra stories probably focus on him more than Dr. Washington, so this really boils down to if the player playing him wants to have moments as Blake as well or not.
Fair enough. As for myself, I always strictly take 4 when making original heroes, because I like to minimize the role that probability plays in their creation. (And, as can be seen above, I cheat on the roles when converting heroes.)
A worthy goal, that. But remember that you don’t need to name everything after a Card. It is fine to make-up a new one or use the Ability’s original name. Just look at the officially-published Heroes: Tachyon has Speed Limit and Margin of Error, The Wraith has Unleash and Favourite Knife, and Bunker has Magnarail Upgrade and Satelite-Based Mode Shift. None of which were in their original Decks. (The Definitive Edition might change that, though . . .)
That’s fair. However, if you think about it literally, KNYFE was always a Rogue Agent, they just needed a catchy name for her Variant Card. “Former Agent of FILTER” and “Rogue Agent” have pretty identical meanings.
Recall that catDreaming said “applicable penalties.” (Emphasis mine.) Now, I don’t have the rules right in front of me (so please correct me if I’m wrong), but I think that it’s safe to say that the Penalty “Drained of Mystical Energies” (for example) can’t be applied to a roll that’s completely unrelated to a Character’s Mystical Energies.

I was unclear. When I said ‘applicable’, I was referring to the case of multiple exclusive penalties, not narrative applicability. If it’s not exclusive, and it’s a penalty it must be used at the earliest oppurtunity.
