Why isn’t Lightspeed Barrage X instances of 1 damage to a single target?

Damage reduction would cripple Tachyon.  It already gives her a tough time.  With that change you would probably only play her alongside damage boosters if you deal with a DR likely opponent.  And if you deal with a non-DR opponent and she has a damage booster, she deals upwards of 27 x X damage where X is between 2 and 7 or so.

Agreed that it is a double edge sword, but it works both ways. It just fits much better thematically, and fits much better with the pic.

It could be argued that if she hits the same spot fast enough and often enough she can punch through damage reduction.

I would imagine that, given that Q has been shown up by multiple different humans on more than one occasion, The Doctor could wipe the floor with him.

 

Depending on what fanfiction you're reading, the Doctor wins against pretty much anyone. He's kind of like the Batman of the scifi geek scene.
